In 1996, a team led by Werner Kurz from ESSA Technologies Ltd. began developing TELSA for Walt Klenner of the BC Ministry of Forests, building upon the non-spatial semi-Markov VDDT model. The TELSA development team at ESSA currently includes Diana Abraham, Philip Bailey, Sarah Beukema, David Carr, Colin Daniel, Leonardo Frid, Don Robinson and Kelly Robson.
Dozens of people have contributed to the ongoing development of TELSA over the past 10 years, including the contributions of participants of several design and review workshops.
