Environmental and Social Impact Assessment of Highway Improvement Project, Viet Nam: Social Assessment Component

ESSA conducted the social and environmental impact assessments of the Highway 18 Road Rehabilitation Project in Viet Nam. ESSA's technical responsibilities with regard to the social assessment were to:

1. collect community-level gender-disaggregated qualitative and quantitative data to understand pre-project social conditions near the project area (four provinces from Ha Noi to Cua Ong);
2. review guidelines for social impact assessment and public participation in the EIA process;
3. analyze data and predict the social impacts of the project; and
4. provide social mitigation measures for significant impacts.

The social impact assessment used participatory research methods to ensure that the views of the affected communities were heard. The social impact assessment report was integrated into a formal Environmental Assessment Report that was accepted by the Government of Viet Nam in early 2000.
