Environmental Issues
in Investment Planning, Viet Nam

This project sought to improve the capability
of Viet Nam's Ministry of Planning and Investment to ensure that
the nature of economic reforms being undertaken in Viet Nam would
lead to environmentally sustainable national and economic development
planning. Project implementation featured three provincial pilot
projects whose objective was to test a variety of planning models
and determine their relevance for, and applicability to, planning
efforts elsewhere in the country.
ESSA was engaged to:

develop and implement project
training guidelines; |

develop a modular course in
Sustainable Development Planning; and |
 |
develop a monitoring and evaluation
system for all training activities. |
Additionally, ESSA's project team was responsible
for the overall planning, guidance, management, monitoring and reporting
of communication activities relating to the pilot projects. This
component of the project included developing and implementing a
provincial-level communications strategy that linked staff and consultants
working on individual pilot projects with each other and with central-level
staff, and developing and maintaining project communication materials
such as planning "storybooks," web page articles, and
newsletter articles.
ESSA also provided guidance and input regarding
environmental issues relating to each provincial pilot project,
and workshop facilitation expertise.
