Capacity Building in Ministerial Level Responsibilities for the State Environmental Protection Administration Project, People's Republic of China

The Asian Development Bank provided technical assistance to the State Environmental Protection Administration (SEPA) to foster change within the environmental protection administration in the People's Republic of China (PRC). The technical assistance (TA) introduced a number of new ideas and helped set a strategic orientation; it also provided training on new and existing operational procedures, and enhanced the environmental sustainability of national economic development by strengthening the institutional and human capacity of SEPA to address the environmental management needs of the country.

ESSA's project responsibilities included:

project management and team leadership;
preparation of guidelines and manuals on strategic environmental assessment, environmental policy evaluation, and environmental technology assessment;
case study analysis on strategic environmental assessment, environmental policy evaluation, and environmental technology assessment;
case study analysis on ecological management of important protected areas for ecological function;
organization of a national workshop on the future environmental program for the PRC; and
analysis of the institutional arrangements for environmental protection and management in the PRC and selected developed countries.
