Review of Study on Impingement and Entrainment
at the Cooling Water Intake Structure of the Delaware City Refinery
ESSA was engaged by the Division of Fish &
Wildlife of the Delaware Department of Natural Resources & Environmental
Control (DNREC) to review the report Impingement and Entrainment
at the Cooling Water Intake Structure of the Delaware City Refinery,
April 1998 - March 2000, prepared by Motiva Enterprises Inc.
The report documents entrainment and impingement of four target
fish species from the Delaware River, and ESSA's review assisted
DNREC's overall evaluation of Motiva Enterprise's National Pollutant
Discharge Elimination System (NPDES) permit application. The project
team assessed whether the conclusions documented in the report were
accurate, complete, and appropriate given consideration of:

suitability of the data used in the analyses; |
| 3. |
validity of assumptions used and inferences drawn;
and |
| 4. |
the level of integration among components of the
investigation. |
Additionally, ESSA addressed a set of specific
questions about the Motiva report that were tabled by DNREC, and
prepared a formal report to document the results.
