Technical Review of the National Pollutant
Discharge Elimination System Permit Renewal Application for the
Millstone Nuclear Power Station
ESSA was engaged by the Connecticut Department
of Environmental Protection (CTDEP) Bureau of Water Management to
assist with the evaluation of a Pollutant Discharge Elimination
System (NPDES) operating permit renewal application for Dominion
Nuclear Connecticut's (DNC) Millstone Nuclear Power Station. As
part of the renewal process, the utility was requested by CTDEP
to conduct a feasibility study of the Best intake Technologies Available
(BTA) to reduce cooling water use and the entrainment of aquatic
organisms by the Station. ESSA conducted an objective and balanced
review of this study and provided comments and recommendations to
CTDEP about:

technologies and flow reduction methods to mitigate
entrainment losses; |

costs associated with the implementation of technologies
and flow reductions; and |
| 3. |
the validity of cited safety issues associated
with alternative technologies and flow reductions. |
Additionally, ESSA has been asked by CTDEP to
provide public testimony in oral and written form, and to answer
questions regarding our findings at a public hearing on this permit
application.
