Strategy and Five Year Plan for National Habitat
Management Training Program
The Habitat Management Program (HMP) of Fisheries
and Oceans Canada (DFO) is undergoing renewal to build a solid foundation
for the Program's activities. One of the pillars of this foundation
is training that responds to the needs of managers and staff across
the country, enabling them to fulfill their responsibilities in
a competent, professional, and nationally consistent manner. ESSA
was engaged to identify performance indicators, skills and knowledge
requirements and training needs aimed at enabling the agency to
implement the Fisheries Act and Canadian Environmental
Assessment Act. Based on these results, ESSA developed a draft
training strategy designed to guide training in the HMP over the
next five years. The strategy outlines:
| 1. |
where training fits relative to DFO's approach
to management and human resources development within the HMP; |
| 2. |
the major guiding principles for the direction
of future training initiatives; |
| 3. |
major issues addressed by the plan; |
| 4. |
steps required to achieve the objectives; and |
| 5. |
scenarios for implementation, including timelines
and budget. |
