Environmental Review of the Phuoc Hoa Water
Resources Project, Viet Nam

ESSA was engaged to conduct an environmental
review of the proposed Phuoc Hoa Water Resources Project in Ho Chi
Minh City, Viet Nam. The work involved close collaboration with
Government counterpart staff based in Ho Chi Minh City, and focused
on a review and evaluation of current Project-related information
including: the environmental impact assessment and proposed mitigation
measures; the environmental management plan; the proposed monitoring
plan; the scope of consulting services and related Terms of Reference
for the Project; the Resettlement Plan; the most up-to-date water
quality data available for the relevant river systems; and details
of the land that is legally designated as forest in the proposed
Tan Bien Irrigation System.
ESSA worked closely with provincial and district
counterparts to conduct field studies in the sensitive project areas;
these studies helped participants gain a firm understanding of the
relevant environmental issues and provided opportunities to verify
the available data. Outputs included recommendations for improving
the current planning documentation to ensure that the proposed approach
is practical to implement, applicable to and compliant with the
Government's environmental laws, regulations and standards, and
in line with Asian Development Bank guidelines. ESSA also evaluated
the institutional capacity of the concerned environmental agencies
at national, provincial and district levels, and made recommendations
for capacity building where necessary.
