(SEED) Planning Model
Organization of Eastern Caribbean States (OECS)
ESSA developed a computer simulation model for
evaluating the environmental and economic effects of investments
to eastern Caribbean states by national governments and international
donors. A preliminary model was developed for the island of Montserrat.
This model was developed using an adaptive management approach and
was founded on extensive consultations with representatives from
natural resource and economic planning agencies from each of the
OECS States. The Montserrat model was received with enthusiasm by
senior economic planners from each of the participant states. At
the conclusion of the project, ESSA delivered a formal training
session to ensure that representatives from each participating state
could confidently use the model to aid their evaluations.
