Computerized EIA System
for Southeast Asia

The overall objective of this project was to
improve the practice of environmental impact assessment (EIA) in
the Asia Development Bank's Developing Member Countries in the ASEAN
Region by designing and implementing a computer based system for
EIA, and increasing accessibility to existing information on environmental
standards and guidelines for EIA. ESSA was the lead consultant for
this project and responsible for managing and coordinating all aspects
of the assignment, developing the overall design for the project,
and for computer systems design and implementation.
Following a detailed system requirements analysis
and system design, the project followed two main tracks: software
development; and knowledge engineering that was carried out in each
of the four participating countries (Philippines, Thailand, Malaysia,
Indonesia). Once these two main tasks were completed, the system
was assembled, installed, field tested, refined, and commissioned
along with the necessary training for initial implementation. Training
was provided for approximately 80 participants in the four countries.
About 160 copies of the system have been delivered to various agencies
in the Philippines, Thailand, Malaysia, Indonesia, and other countries
in southeast Asia. Support, maintenance, and training services were
provided as needed by ESSA and through the company's resellers in
Thailand and the Philippines.
