Environmental Impact Assessment Guidelines for Malawi

ESSA provided the expertise required to finalize the National Environmental Impact Assessment (EIA) Guidelines for Malawi. The ESSA team conducted a multi-stakeholder consultative exercise, starting with the solicitation of comments on the existing draft EIA guidelines from representatives of key ministries, parastatal bodies and non-government organizations in Malawi. Based on this information, and an in-depth review of relevant literature, the draft guidelines were revised and reviewed again by representatives of the key stakeholder agencies. ESSA then conducted another round of interviews to solicit substantive comments on the revised draft, and to evaluate: 1) existing and planned legislative support for EIA; 2) existing institutional capacity to implement EIA guidelines; and 3) training and information requirements to ensure effective implementation. This information was used by ESSA to refine the revised Guidelines and to develop recommendations for follow-up activities that would ensure the smooth operation of the EIA process in Malawi.
