Development Assistance to Prepare Mongolia's
Capacity 21 Document

ESSA was contracted to design a strategy for
developing Mongolia's institutional capacity to implement the priorities
outlined in that country's Agenda 21. The project team interviewed
the Prime Minister and members of his cabinet to obtain in-depth
information about Mongolia's national priorities and institutional
capacity. Additionally, ESSA extensively researched information
about current environmental issues, existing and planned projects,
and environmental programs for a wide range of sectors. The results
were synthesized into a capacity building strategy and articulated
in Mongolia's Capacity 21 Document. The Document was very well received
by both Mongolia and the United Nations, and was used by the United
Nations as a model for others to follow in the preparation of Capacity
21 Documents.
