Nepal EIA Strengthening Project

ESSA assisted the Nepalese government with improving
the capabilities of its ministries to effectively implement the
country's Environmental Impact Assessment (EIA) Guidelines and to
strengthen inter-ministerial co-ordination. The project team undertook
an institutional analysis to build ministerial and human resource
capacity, prepared a human resource development plan, and designed
a uniform implementation procedure for EIA programs. A key component
of the institutional analysis was a comprehensive assessment of
the information management needs with regard to EIA implementation
in Nepal. Using the information gathered, a database system for
storing, tracking, and sharing EIA information was developed that
would meet identified needs. ESSA also designed and delivered a
three-day training course to teach key ministry staff how to use
the system, and provided training in EIA implementation for Nepalese
government administrators, the private sector, and NGOs.
