The China-Canada Cooperation Project in Cleaner
Production
Canadian International Development Agency
ESSA, in consortium with PricewaterhouseCoopers
and SNC Lavalin, executed a five-year Cdn $10 million project to
raise awareness and develop institutional capacity for cleaner production
in China. Cleaner production (CP) is recognized as an important
means of achieving sustainable industrial development; it focuses
on the production process rather than on end-of-pipe solutions,
using audits to identify CP solutions. The result is improved production
efficiencies with cost savings and a cleaner environment. The project
has assisted the Chinese government in developing and implementing
CP policies, regulations and guidelines in five industrial sectors.
Both training and information technologies played an important role
in the transfer of skills as well as in awareness-raising. ESSA's
training expertise and awareness-raising /communications skills
supported policy development, and the project has built a broad
base of support for CP across both the government and public. Specific
tasks performed by ESSA included development of a training and awareness
plan, organizing in-Canada study tours, designing and delivering
technical demonstrations and training in China, developing a wide
range of awareness-raising materials, and developing presentations
to promote gender equality.
The China-Canada Project in Cleaner Production
has also been recognized as successful by the Canadian International
Development Agency. ESSA and its partners were recently given the
agency's Scotiabank Award for International
Development for measures taken to incorporate women's opportunities
and Gender Equality into the design and implementation of the project."
ESSA has been directly involved in the Gender Equality aspect of
the project, through our work on communications (fact sheets and
newsletters) and programming that ensured every Chinese study tour
participant had an opportunity to learn about gender equality in
environmental protection in Canada. ESSA's Social Development Specialist
is gender advisor for Phase II of the Project, with responsibility
for integrating gender into project activities and designing / delivering
gender training.
The China-Canada Co-operation Project in Cleaner
Production has recently been extended for another four years and
an additional Cdn $5 million dollars. The focus for this phase will
be on the western provinces, but the specific sectors have yet to
be identified.
