Ha Long Bay is a world heritage site in northern
Viet Nam, and is one of the country's richest areas for potential
development due to its great natural beauty and physical characteristics.
However, the area is suffering from increasing pollution due to
industrial and urban development, coal mining, and tourism. ESSA
was engaged by the Quang Ninh Department of Science, Technology
and Environment (DOSTE) to:

identify principal land-based sources of water
pollution and the ecological carrying capacity of Ha Long Bay; |

prepare an appropriate strategy and priority programs
to control water pollution given the need for development of
Ha Long City; and |
| 3. |
through training and technology transfer, develop
the capacity of the Quang Ninh DOSTE to implement the pollution
abatement strategy and programs developed in the project. |
The work also included the development of a computerised
pollution source database, a hydrodynamic-water quality model used
to assess carrying capacity, training for DOSTE staff in maintaining
the database and running the model, and short and long-term pollution
abatement action plans.
