Environmental Information System for National
Development Planning, Trinidad and Tobago

ESSA was engaged by the government of Trinidad
& Tobago to scope, design, develop and implement a computerized
environmental information system (CEIS) to strengthen its environmental
impact assessment specification and review capacity, and to guide
land use planning initiatives. Following extensive consultation
with over 15 government agencies, the project team identified system
users, reviewed existing data, inventoried existing hardware and
software (including network capabilities and GIS), and identified
technology and data gaps. These functional requirements were then
translated into a set of technical recommendations for the CEIS,
providing a detailed description of the system's technical bounds.
Based on the results of this work, the project team developed all
required customized software, formatted an extensive GIS database
that includes baseline GIS map information and environmental data
and integrated it into the system. System testing and commissioning
followed, along with the preparation and delivery of system documentation
and a formal training program for both system developers and users.
Throughout the project, the ESSA team worked
closely with in-country counterparts to ensure the successful transfer
of the skills and expertise required to develop, use, operate, and
maintain this and other environmental information systems.
