Environmental Impact Assessment of the Cai Lan Port Development Project, Viet Nam

This JICA-funded project consisted of conducting an environmental impact assessment (EIA) for the Cai Lan Port Expansion Project, located in Ha Long City in the northern province of Quang Ninh, Viet Nam. The EIA evaluated the effects and provided comprehensive baseline data relating to Cai Lan Port construction and operation from 1998 to 2005. The EIA study identified environmental constraints associated with the Project, permitting those executing the Port expansion to incorporate appropriate mitigation measures identified for the construction and operation activities into the detailed project design.

Specific tasks undertaken by the ESSA project team included:

identifying key marine resources that need to be considered in the design of the environmental impact assessment;
developing a water quality model to simulate the effects of Port effluent on Ha Long Bay water quality;
contributing to the design of a sediment quality survey for delivery by a local Vietnamese Institute; and
developing monitoring and environmental management programs for the Project.
