Ha Long Bay Environmental Management Plan,
Viet Nam

Senior ESSA Staff worked with Nippon Koei Ltd.
And METAOCEAN Ltd. of Japan to conduct a two-year, multi-million
dollar study on environmental management for Ha Long Bay. ESSA was
primarily responsible for: 1) an analysis of the institutional and
legal requirements for an Environmental Management Plan for Ha Long
Bay; and 2) marine water quality assessment of Ha Long Bay.
For the water quality assessment, original water
quality data were collected and analyzed, and Vietnamese environmental
managers were trained in the design and implementation of environmental
monitoring programming that would form an integral part of the ultimate
Environmental Management Plan. The legal basis for environmental
protection, and the existing institutional setting for environmental
management in Viet Nam, was reviewed to determine if it could support
a large scale Environmental Management Plan for Ha Long Bay. Through
extensive consultation with provincial and national environment
and development institutions, the Project identified the need for
institutional realignment. In particular, ESSA identified a new
Institute of Research and Monitoring for Ha Long Bay as the centre
for integration and cooperation amongst existing environment management
institutions and as the implementing body for the plan.
The Project resulted in an environmental management
plan for Ha Long Bay, containing the following elements:

recommendations on how to control, manage, and
monitor pollution from industry, urban areas, port facilities,
and tourism; |
 |
environmental resource management of valued environmental
resources that are at risk from existing and future development
pressures; measures include mitigation for the potential adverse
environmental effects associated with these pressures; and |
 |
conservation and management of this UNESCO World
Heritage Site. |
