Environmental Services for the Cai Lan Port
Development Project, Viet Nam
In collaboration with Nippon Koei Co. Ltd. of
Japan, ESSA conducted an environmental impact assessment (EIA) for
the Cai Lan Port Expansion Project, located in Ha Long City in the
northern province of Quang Ninh, Viet Nam. The EIA evaluated the
effects and provided comprehensive baseline data relating to Cai
Lan Port construction and operation from 1998 to 2005. The EIA study
identified environmental constraints associated with the Project,
permitting those executing the Port expansion to incorporate appropriate
mitigation measures identified for the construction and operation
activities into the detailed project design.
ESSA's responsibilities in the EIA phase of the
project included:

identifying key marine resources that need to
be considered in the design of the environmental impact assessment;

developing a water quality model to simulate the
effects of Port effluent on Ha Long Bay water quality; |
 |
contributing to the design of a sediment quality
survey for delivery by a local Vietnamese Institute; and |
 |
developing monitoring and environmental management
programs for the Project. |
Due in part to the thoroughness and scientific
integrity of the EIA, ESSA was subsequently retained by Nippon Koei
Co. Ltd. (Japan) to supervise the environmental management and monitoring
program for the Project's USD 65 million construction phase.
ESSA's responsibilities in the environmental
management and monitoring phase of the work included:

providing substantive input to the design of social
and environmental monitoring programs; |
 |
writing Terms of Reference documents for national
consultants; |
 |
managing progress and quality of work conducted
by national environmental/social consultants; |
 |
working with the client and national consultants
to interpret data; and |
 |
making construction recommendations based on the
information obtained. |
