Support to the Formulation and Implementation of Vietnam National Agenda 21

This UNDP-funded project facilitated the process of formulation and implementation of Vietnam’s Agenda 21, referred to as the National Sustainable Development Strategy. ESSA’s role was to build capacity for self assessment of existing socio-economic and sectoral plans through application of Strategic Environmental Assessment (SEA) and Environmental Assessment (EA). Key tasks included:

  • developing a tool for rapid assessment (" self-assessment") of environmental sustainability using SEA and EA, to be used by governmental officials and relevant stakeholders in the pilot provinces and pilot sectors;
  • design and facilitation of workshops on the SEA and EA methodology and the working steps in the assessment phase of the sustainable development (SD) process;
  • working with national experts and provincial SD teams to facilitate the assessment of the environmental sustainability of the socio-economic development strategy and plan (5 year and annual plan), as well as assisting in the preparation of one priority SD pilot project;
  • working in close cooperation with provincial governmental departments in order to build capacity among officials and stakeholders; and
  • working with national experts to facilitate the assessment of the environmental sustainability of the sector policy and plan in four sectors on the national level, as well as assisting in the preparation of one pilot project in each sector and analyzing connections and implications on the provincial and local level.
