Vietnam Provincial Environmental Governance Project (VPEG)

ESSA is a consortium member with SNC-Lavalin on this new $15M CIDA project. VPEG will build upon the results of the Vietnam-Canada Environment Project (VCEP) by advancing industrial pollution management (IPM) work undertaken in the six VCEP provinces along with three additional provinces, and by continuing its focus on building Vietnamese capacity to improve IPM.

The VPEG Project will focus on building capacity at the local level, including small-scale, community-level enterprises, to address industrial pollution issues through awareness raising, the adoption of industrial pollution prevention approaches and IPM regulations. Additionally, VPEG will support Vietnam's Ministry of Natural Resources and Environment in improving IPM policy and regulatory frameworks and in providing support to provinces in the implementation of IPM regulations.

A total of nine provinces will be included in VPEG. The project will continue with advanced industrial pollution management and control in six provinces (Ha Noi, Da Nang, Binh Duong, Bac Ninh, Long An and Hai Duong) that previously participated in VCEP. Essential skills and knowledge in industrial pollution management will be transferred to three new provinces (Ha Tay, Quang Ngai and Soc Trang). Through exposure to activities of advanced provinces, the new provinces also will gain some understanding of more complex planning, prevention and enforcement and compliance approaches. Advanced provinces will also act as centres of excellence and will support the transfer of knowledge and skills to new provinces.
